I looked further into this and apparently it is rumored but not confirmed that electronic artist Susan Ciani composed this. There’s also some rumors of Brian Eno having composed it, but he is specifically documented as having composed the soundclips used for Windows 95, with no listed information of him having any involvement with windows XP.
