“We can fix this simply and efficiently!”
“NO
THAT IS NOT OUR WAY”
Who fixes a clock like this? A person who has been frustrated for an extended period of time that the person who is supposed to fix the clock has not fixed the clock. If they fixed the clock correctly, when fixing the clock is not their damn job, then the problem of shit not getting fixed continues. If, however, they fix a clock this badly, it becomes an eyesore and a discussion topic and eventually, in theory, the person who didn’t fix the damn clock in the first place will fix the damn clock out of shame, or at least not allow other broken clocks to remain broken.
The person who did this could have bought a new clock roughly the size of the old one, but they did not. The person who did this could have used black electrical tape instead of blue masking tape, and yet. This is deliberate.
